
Program Background
In March 2025, Broward County completed the County-wide Risk Assessment and Resilience Plan- the Resilient Broward Plan - developed in close collaboration with local government partners and the water management community. The Plan identifies a comprehensive suite of adaptation strategies to address rising sea levels, increased rainfall intensity, and storm surge impacts that continue to threaten the safety, infrastructure, and economic vitality of Broward County communities.
On April 28, 2026, the Broward County Commission unanimously voted to allocate $20 million to accelerate the implementation of priority infrastructure projects identified in the Resilient Broward Plan. This funding is designed to deliver immediate, measurable flood risk reduction through targeted stormwater conveyance improvements across the county.
The Resilient Broward Grant Program will provide up to 25% cost share for eligible stormwater conveyance projects, with a long-term goal of achieving an overall 5:1 leveraging of County funds over 15 years, generating an estimated $1.5 billion in resilience infrastructure investment county-wide.

Scoring & Selection Criteria
Applications will be evaluated based on the following criteria:

Project is identified in or consistent with the Resilient Broward Plan

Achieves a 5:1 leveraging of the County cost share

Project readiness- project is designed and/or permitted
-
Project is included in a completed resilience plan, stormwater master plan, or vulnerability assessment

Project demonstrates quantifiable flood risk reduction

Project demonstrates cost-benefit efficiency (e.g., number of structures benefited per $100,000 in project cost)

Project area has been previously impacted by flooding
-
Project involves an interlocal partnership
Match Requirements
The Resilient Broward Grant Program provides up to 25% cost share for eligible projects. Applicants are responsible for providing a minimum 75% match from local or other non-County funding sources. Reimbursement will be issued as a lump sum upon completion of construction and submission of all required deliverables.

Eligible costs include: design, permitting, and construction.
All funded projects must include the installation of telemetry. Projects will be administered through a 3-year grant term via an Interlocal Agreement.

FAQ
Q1. Is the $20 million available only for this year’s application cycle only? While the goal is to seek annual budgeting of $20 million, the only funds allocated at time are for an FY 27 award cycle.
Q2. Is there a maximum funding request amount? The program provides up to 25% cost share per project, with maximum not-to-exceed of $4M. Funding levels will be influenced by funds availability and scoring. The distribution of funds is expected to align with 2025 project cost estimates as represented in the Resilient Broward Plan. Accordingly, the majority of awards are expected to be less than $1M. Applicants are encouraged to submit projects that demonstrate strong cost-benefit performance.
Q3. Is the cost share structure 75% Applicant / 25% County? Yes. The County will fund up to 25% of eligible project costs. Applicants must provide a minimum 75% match from non-County sources.
Q4. Can applicants request funding for design and permitting even if those phases are not yet complete? Eligible costs include design, permitting, and construction. However, projects that are already designed and permitted will receive higher priority in scoring due to their readiness for construction. Applicants may not request funding for expenses already realized or construction contracts already awarded. Applicants without completed design and permitting may still apply but may be ranked lower.
Q5. Is there a formal scoring matrix or point system? Yes. Applications will be reviewed and ranked based on the criteria listed above. A detailed scoring matrix will be made available through the application portal upon launch.
